The literature put out by the cruise ship discourages passengers from renting cars, motorcycles, mopeds, scooters, etc. They explain their recommendation by pointing out the passengers are likely to be unfamiliar with the port visited, the public's driving behavior, etc.
Yet on this day, I saw a long line of Jeeps forming a caravan, obviously headed off to some area to be explored. I found no strong desire to rent a vehicle and where transportation was needed I chose to take a taxi. If you did rent a vehicle, insurance and health care would be primary concerns. What happens if?
