The San Juan City Hall and other government buildings are located in the city's center, surrounding a plaza area with the Four Seasons Fountain as its center piece. Many people crisscross through the plaza area, stopping for some refreshment from local vendors or perhaps to take a rest from the day's heat and just feed the pigeons.
