Well, it's not much like Arlington Cemetery, but here it is - the Russian Naval Cemetery. I asked our tour guide who was responsible for maintaining the cemetery (or not maintaining it) and he said he wasn't sure but thought it was the local government at Vladivostok. He thought the lack of funds for a maintenance staff was why the cemetery was overgroown with weeds.
