The Cultural Center is a cluster of buildings for use as event venues. There is a lage multi-purpose auditorium, large amounts of public open space, offices, etc. There were no events scheduled during my visit but I did walk to the grounds on one evening to watch young women practice cultural dances. It was most interesting to hear their coach 'bark' instructions. It seemed very analogous to an American cheer leading squad having drills with their coach.
